"Blockchain fee" is also sometimes called "Network fee" or "Transaction fee". It is a dynamic cost charged by the blockchain network in order to verify a transaction from one Bitcoin wallet to another. The fee depends on factors such as network congestion (how many other people are trying to send Bitcoin at the same time), and how quickly you want to send your transaction.
